Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
